Chief Edward C. Jackson began his career as an officer with Baltimore Police Department in 1983, moving up the ranks from Police Officer in 1983 to Colonel in 2004. He has been a Program Director and Assistant Professor in the Criminal Justice Program at Baltimore City Community College. In 2018, he was rehired by the Baltimore Police Department as Chief, Office of the Inspector General, to provide agency-wide oversight of administrative and operational practices for BPD. Jackson served as a member on the Community Oversight Task Force, charged with making recommendations for strengthening police accountability and police-community relations in Baltimore City. He is a PhD candidate at Capella University where he is completing his dissertation. He has a Master of Science in Applied Behavioral Sciences from Johns Hopkins University and a Bachelor of Science in Criminal Justice from Coppin State University.
