New Police Captain Appointed
We would like to welcome Captain Lamar Howard to the City of Annapolis. Captain Howard is the Annapolis Police Department’s new Operations Commander and will oversee Criminal Investigations, Special Investigations and the Cold Case Section. Chief Edward Jackson appointed him to this position on September 19, 2022.
Captain Howard is an Army veteran who recently retired as a Captain from the Baltimore Police Department. Captain Howard served the Baltimore Police Department for 26 years, his most recent assignment was as Deputy Commander for the Public Integrity Bureau. He started his career in patrol, and then moved to a flex unit. His next assignment was to the Eastern District as a District Detective, and then he was assigned to Homicide. After being promoted to Sergeant he went to the Southwest District, then Operations, then supervised the Northwest District’s District Detectives. After that, he moved to supervising in Homicide and then City Wide Shootings. When he was promoted to Lieutenant, he was a Shift Commander in the Northeast District and then supervised the Northeast District Detective Unit and District Action Team. As a Captain he was assigned as a Central District Executive Officer and then became the Deputy Commander of the Baltimore Police Department’s Public Integrity Bureau. During his career, Captain Howard was awarded the Police Commissioner's Award of Excellence and the Life Saving Award.
Captain Howard earned a B.S. in Organizational Leadership from Johns Hopkins University and an M.S. in Organizational Leadership, also from Johns Hopkins University. Captain Howard also holds a certificate in Criminal Justice Leadership from the University of Maryland Global Campus and is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police.
With Captain Howard’s appointment as Commander of Operations, Captain Amy Miguez will move from being the Commander of Operations to the newly created position of Community Outreach Commander. She will oversee Community Outreach, the Neighborhood Enhancement Team, Re-entry/Positive Impact Program and the Police Information Officer. Captain Justin Klinedinst will remain the Commander of Patrol.

Captain Miguez has previously served in Community Outreach and as the Department’s Public Information Officer. She has years of experience working with Annapolis communities. I can’t think of a better person to head these efforts.” Chief Jackson further stated, “We are lucky to have someone with Captain Lamar Howard’s qualifications and experience join us in our work to make Annapolis the safest city possible.
