On July 11, 2020 at approximately 3:57 p.m. officers from the Annapolis Police Department responded to the 1100 block of Primrose Court for a report of a shooting. Officers located an adult male who had injuries consistent with being shot , he was identified as 29 year old Walters Mpang Halle Elangwe. Elangwe later died from his injuries at an area hospital.

After a lengthy and thorough investigation, detectives were able to identify a suspect in the murder of Mr. Elangwe. Through several investigative means detectives identified 18 year old Jaden Kemeatrius Crowner as the individual responsible for shooting and killing Mr. Elangwe.

On June 3, 2022 an arrest warrant was issued and Crowner was served with the warrant. Crowner was already in custody at the Anne Arundel County Detention Center on unrelated charges. Crowner has been charged with first degree murder along with several other charges stemming from the July 2020 homicide.

"I'd like to thank Detective Nancy Moore and all the officers and investigators who assisted the investigation of Mr. Elangwe's tragic murder," said Chief Edward C. Jackson. "Their hard work exemplifies the commitment we have to ongoing homicide investigations."
