Governor Hogan's Executive Order to Close Non-Essential Businesses

As of March 23, Governor Hogan has ordered the closure of all non-essential businesses, including all establishments and facilities that are not part of the critical infrastructure sectors identified by the U.S. Department of Homeland Security. See Homeland Security’s list of what is considered an essential business.

If you are unsure if your business should remain open, please refer to the Governor’s Executive Order and this legal guidance. We encourage all employers to find alternative ways to allow employees to continue working, like teleworking. We also encourage companies to find other methods to continue providing services, whether that is through remote-assistance or off-site delivery services.

If you are a business that is permitted to operate, you are required to follow healthy protocols such as social distancing. Find more guidance from the CDC

If you have additional questions pertaining to this, or believe your business should be considered essential, please email, which is monitored by the Maryland Emergency Management Team.

If you think your business should be considered essential, please fill out this Essential Status Request form to make a request to be excluded:

The State will only be processing requests that are submitted through this online form.

*Please note that completing the survey is for informational purposes ONLY and that you are still required to comply with the latest executive order issued by the Governor.
