Acting Mayor Pindell-Charles to Swear In David Jarrell
on Friday to Become Fourth Annapolis City Manager

ANNAPOLIS, MD (January 29, 2020) – ANNAPOLIS, MD (January 29, 2020) – Acting Mayor Rhonda Pindell-Charles will swear in David Jarrell as the fourth City Manager in the history of the City of Annapolis on Friday. The swearing-in will take place in City Council Chambers at 3:30 p.m. on January 31, 2020.

Jarrell will become the fourth City Manager since the position was created. City Manager Teresa Sutherland served for nearly two years in the position. She resigned from the position effective January 31, 2020.

The City Manager is appointed by the Mayor and confirmed by the City Council. The responsibilities of the position are to administer the day-to-day operations, oversee the delivery of municipal services, exercise supervisory authority over department directors, direct the operation of city government, supervise the preparation of the city budget, advise the mayor and City Council in the formation of policy and perform other duties as may be delegated by the mayor.

Jarrell has been the director of the Department of Public Works since 2010. He was previously the Deputy Chief Operating Officer for the City of San Diego. As DPW director in Annapolis, he has overseen high-profile projects including the construction of the City’s new water treatment plant and the solar park. Jarrell is deeply involved with some of the most high-profile initiatives of the Buckley administration, including the Request for Proposals for the redevelopment of Hillman Garage and City Dock, the replacement of Truxtun Park Pool, and the Department of Public Works maintenance facility relocation.

Jarrell will be paid $180,000 per year.

At the Department of Public Works, Marcia Patrick, assistant director, will serve as acting director. Marcia earned her undergraduate degree in engineering from Virginia Tech and her Master’s degree from Johns Hopkins University.
