City Council Approves New City Attorney

Annapolis, MD (2-12-18) Mayor Gavin Buckley today announces that Richard H. Melnick will serve as the city’s top attorney beginning February 13, 2018, after receiving confirmation from the Annapolis City Council on February 12.

“Richard brings a fresh perspective to the many legal issues facing the City. His 30 years of municipal law experience, including extensive successful litigation credentials, is a great addition to our legal team here in City Hall,” said Mayor Buckley. “As our city takes a new direction focused on increasing public safety, improving constituent outreach and participation, and fostering streamlined economic development, we are lucky to have Richard’s depth of knowledge and accomplished experience to guide us.”

Melnick, who served as Associate and Assistant County Attorney for Montgomery County from 1988 through 2017, graduated from University of Maryland and University of Maryland School of Law. He is a member of the Maryland Bar and District of Columbia Bar (both State and Federal courts) and the United States Supreme Court. He is a past President of the Bar Association of Montgomery County.

Since his retirement from Montgomery County in 2017, he has served as Senior Assistant Bar Counsel with the Maryland Attorney Grievance Commission.

His areas of practice with Montgomery County included contract, commercial, community association, condemnation, constitutional, construction, corporate, education, employment, entertainment, ethics, finance, health, information technology, intellectual property, procurement, public safety, sports, tax and tort law. He has prepared, negotiated and litigated hundreds of trials and appeals in courts and administrative agencies.

He lives in Brookeville with his wife, Gay, who is a Montgomery County Public Schools principal. He has two adult children.
