The Office of Community Development

What We Do

  • The Community Development Division administers the Community Development Block Grant (CDBG) for the City. CDBG is a federal grant the City provides to help low-income homeowners make repairs to their homes and provide social services to organizations that serve low-income populations in Annapolis.
  • We administer the City’s moderate income housing program, called the Moderately Priced Dwelling Unit (MPDU) program. MPDU requires that a portion of units in new residential developments be affordable.
  • Plus, we administer state programs which provide funds for homelessness and housing and community development projects and oversee the implementation of the Clay Street Revitalization Plan.

Services We Provide

  • Provide grants to community and social service agencies
  • Facilitate the annual CDBG application process for federal funds
  • Provide rehabilitation assistance to low and moderate income homeowners through the City’s Single-Family Rehabilitation Program to ensure City residents’ homes are safe, healthy, and habitable
  • Oversee the City’s Moderately Priced Dwelling Unit (MPDU) Program which provides below market price homes for sale and for rent for households at 100% of median income and below
  • Apply for and administer state grants which help operate homeless shelters and fund other community development projects
