Equal Employment Opportunity Plan

The Department of Justice Office of Civil Rights requires recipients who receive over $25,000 for any federal single grant award to submit an Equal Employment Opportunity Plan (EEOP) Utilization Report. This provision is part of the Omnibus Crime Control and Safe Streets Act of 1968. The FY11 COPS Hiring grant met this condition.

Utilization Report

The EEOP Utilization Report (PDF) analyzes the Police Department's workforce versus the relevant labor market in Anne Arundel County. The Department was found to have an under utilization deficiency for Black Female Sworn Officers and White Female Sworn Officers.

The EEOP Utilization Report plan addresses possible causes for the under utilization and remedies to correct it. It also contains the Utilization Analysis Chart and Significant Under Utilization Chart.
