Letter of Map Amendment

A Letter of Map Amendment (LOMA) is an official amendment, by letter, to an effective National Flood Insurance Program (NFIP) map. A LOMA establishes a property's location in relation to the Special Flood Hazard Area (SFHA). LOMAs are usually issued because a property has been inadvertently mapped as being in the floodplain, but is actually on natural high ground above the base flood elevation.

Because a LOMA officially amends the effective NFIP map, it is a public record that the community must maintain. Any LOMA should be noted on the community's master flood map and filed by panel number in an accessible location.

Letter of Map Change (LOMC)

When a new or revised FEMA Flood Insurance Rate Map (FIRM) panel becomes effective, it automatically supersedes previously issued Letters of Map Change (LOMCs) for the area covered by that panel, including Letters of Map Revision (LOMRs), Letters of Map Revision Based on Fill (LOMR-Fs) and Letters of Map Amendment (LOMAs) that have been issued for the property(ies) on the revised Flood Insurance Rate Map (FIRM) panel. LOMCs are documents issued by FEMA that revise or amend the flood hazard information shown on the FIRM without requiring the FIRM to be physically revised and re-published.

The following is a list of Letters of Map Change (LOMC) previously issued by FEMA on the dates listed.  As of the effective date of February 19, 2015, these LOMCs will revise the effective NFIP map dated February 18, 2015 for the City of Annapolis and will remain in effect until superseded by a revision to the NFIP map panel on which the property is located.  The FEMA case number, property identifier, NFIP map panel number, and current flood insurance zone for the revalidated LOMCs are also listed:
