The Annapolis Harbormaster's Office is responsible for ensuring the safe and enjoyable use of navigable city waters, including Weems Creek, Spa Creek, parts of the Severn River, Annapolis Harbor and Back Creek. The office manages public moorings for transient boaters, annual moorings for residents and non-residents, 1500 feet of bulkhead and 17 slips at City Dock, and the use of various park docks and street endings by boaters. In addition, the office has various other duties: we work with other agencies to insure homeland security from the water side of the city's approximately 18 miles of shoreline, we contribute to special events planning and hosting, we maintain the City’s waterfront assets, we watch over the maritime ecology of the City, and we report to the Mayor on community maritime issues.
Dock space and moorings are available on a first come, first served basis. We do not reserve moorings or slips, except in the case of City-sponsored special events. Dock space may be rented in a slip or on the bulkhead at an hourly (maximum of 3 hours) or daily rate. The hourly rate is $7.00/hr for boats under 50' long and $13.00/hr for boats 50' and longer, electrical hookup included. The overnight rate of $2.00/ft is charged for all boats arriving at or remaining on City Dock after 5 PM and for all boats remaining more then 3 hours; electrical hookup not included. There are no hourly rates at the moorings; the fee for use of a mooring is $30.00. The moorings are restricted to boats no longer than 45' with some restricted to a maximum of 35'. For overnight customers, checkout time is noon the next day.
The office is run by 3 full-time employees: Ric Dahlgren (Harbormaster), Flip Walters, (Assistant Harbormaster for Operations) and Linda Mowatt, (Assistant Harbormaster for Administration). In the summer, the office employs a supplementary staff of Dock Assistants and Assistant Harbormasters who collect fees, operate boats, and otherwise assist in the office. The office is open from 8:30am until 9:00pm in the summer (May 01 - Oct 31) and from 8:30am until 4:30pm in the winter (Nov 01 - Apr 30). A Watch Commander is always on duty at 410 263-7973. He or she is empowered to enforce City regulations and policies on behalf of the Harbormaster in the latter’s absence, and can handle any problems, requests, or questions you may have in relation to your visit to our harbor.
The office operates 2 diesel powerboats; a multi-functional welded aluminum patrol boat primarily used for safety, rescue, navigational, law enforcement, and security-related reasons, and a welded aluminum pump-out boat which serves as a convenience to our boaters. We also operate a 4-stroke gasoline powered Zodiac skiff donated to the City by Zodiac North America. During the boating season, at least two of our boats are on patrol in our City waters to perform duties related to administration and safety.
