Flood Insurance Education and Assistance Available

Annapolis, MD (7-25-12) Annapolis Mayor Joshua J. Cohen announced that City Council approved changes to the Maryland Model Floodplain Management Ordinance last night, resulting in a more comprehensive plan to serve homeowners located in a flood zone.

The Maryland Emergency Management recently modified the Maryland Model Floodplain Management Ordinance to help both homeowners and municipalities understand existing floodplain maps and to allow homeowners to buy flood insurance before the price increases in October. City Council approved the amendments at Monday’s meeting. The amendments include: 

1.    Language that is regulatory in nature, so as to eliminate permissive and unenforceable language
2.    Consistency with state requirements for non-tidal waters
3.    An easily modified document that reduces conflicts with requirements of the state building codes

The adoption of the new floodplain ordinance will assist the City in maintaining compliance with federal and state flood protection requirements, and ensure continued eligibility for the National Flood Insurance Program for City of Annapolis property owners.

“This ordinance, as amended, will not only help residents better prepare for potential flooding but significantly eliminate the guessing game of whether or not they are located in a flood zone,” Mayor Cohen said.  “In anticipation of these changes, I have directed staff to work with our state and federal partners on an outreach campaign that will help residents learn about flood zones and flood insurance and better understand the issues.”

The City of Annapolis, in coordination with the Maryland Department of the Environment (MDE), the Maryland Environmental Service (MES), and the Federal Emergency Management Agency (FEMA), will host a public outreach event regarding flood insurance on Monday, August 6, at the Pip Moyer Recreation Center, 273 Hilltop Lane, Annapolis.

Representatives from MDE, MES, and FEMA will be available to answer questions related to flood zones and flood insurance, and to provide one-on-one computer-aided assistance from 2:00 p.m. to 8:00 p.m.  Two brief presentations are scheduled beginning at 2:00 and 6:00 p.m., both covering the same information.  

This outreach event is of most importance to those property owners with properties in or within 20 feet of a flood zone.  To determine if you property is within a flood zone, visit
