The Department of Neighborhood and Environmental Programs, the "quality of life" department, is made up of two divisions: Code Enforcement and Environmental Programs. Code Enforcement is responsible for licensing, permitting and inspections relating to all facets of code enforcement including, but not limited to, construction, rental housing, zoning, construction trades and wastewater pretreatment. Environmental Programs is responsible for the enhancement of the environment through projects and programs including, but not limited to, urban forest, "Clean Air Initiatives", "Keep It Clean" campaign, storm water management and trail systems.
- Provides permits and inspections of all construction with a value of $500 or higher to promote safety and code compliance.
- Licenses and inspects all rental housing to ensure safe and sanitary living conditions.
- Licenses contractors doing business in the City.
- Inspects and enforces zoning regulations as set forth in the City Code.
- Provides permits and inspects and educates the wastewater pretreatment of certain commercial establishments.
- Regulates and educates the public regarding the storm water management program.
- Maintains and enhances the City's urban forest.
- Promotes and enforces the City's "Keep It Clean" program and "Clean Air Initiatives".
- Regulates private solid waste collection.
- Provides pre-application meetings for those interested in a property prior to leasing.
- Works with applicants to open or expand businesses.

- All new residential construction. New residential construction shall mean and include single-family, duplex, and multi-family residential buildings or structures, the placement of mobile or modular homes, and any existing residential building or structure that is renovated, refurbished, altered and/or an addition is made thereto provided the value of construction exceeds fifty percent of the market value of the building or structure.
- Accessory or uninhabitable structures such as detached carports, garages, greenhouses, and sheds are excluded.
- Automatic fire sprinkler systems shall be installed and maintained in accordance with Chapter 17.20 of the Code of the City of Annapolis.
B. In the event of any inconsistencies between the provisions of the International Residential Code and the City Code, the more stringent code shall govern. A copy of the International Residential Code is on file in the Department of Neighborhood and Environmental Programs.
