ThomasAndrewsThomas C. Andrews, City Manager, was appointed City Manager on September 22, 2014. Mr. Andrews has over 40 years of state and local government management experience. He served as the Fulton County, Georgia, County Manager for more then eight years after serving for 31 years in a number of key executive level positions with Anne Arundel County, Maryland, and Maryland State Government. Those county positions were Chief Administrative Officer, Land Use and Environment Officer, and Health Officer. Mr. Andrews was also the State of Maryland's Deputy Secretary of the Department of the Environment, which was preceded by his appointment as Assistant Secretary for Water, Energy and Minerals with the Department of Natural Resources as well as his role as Director of the Maryland Water Resources Administration and Chief of Staff to Acting Governor Blair Lee III. His federal government experience includes Director of Marine Mammal and Endangered Species Division of the National Marine Fisheries Service as well as Public Health Adviser with the U.S. Public Health Service. Mr. Andrews has his Master's in Public Administration from the University of Michigan in Ann Arbor and a Bachelors Degree in Biology from Miami University in Oxford, Ohio.


City Manager

The City Manager serves as the chief administrative officer of the city. That includes but is not limited to, administering day-to-day operations of the municipal government, hiring, and supervising authority of department directors, directing operations of the city government, supervising the preparation of the city budget, and advising the mayor and the City Council in the formation of policy and the implementation of plans to address demands for municipal services, enhance quality of life and strengthen the economic vitality of the city.
